Where a generation of Rwandan artists once translated themselves into foreign formats to be heard, the current wave is translating the world into Rwandan terms. Bolingo Paccy sits squarely in that second group.
His writing starts from the Kinyarwanda phrase — its weight, its rhythm, its proverbs — and only then asks what modern production should carry it. Guitar lines sit close to traditional melodic movement. Vocals are layered the way communities sing, not the way pop stacks harmonies.
"Culture is not decoration," he says. "It is the structure."
The result is music that reads as contemporary on a phone speaker and as traditional in a room of elders — a balance that has become the signature of his live performances.
